About the Agency

Pre-Accession Programmes and Projects Directorate was established with the change of the Organizational regulation of the Ministry of Economy and Energy (MEE) dated 1st of November, 2003 as a specialised directorate, which should work in the following areas: - Project implementation under PHARE programme;
- Acquisition of statute of Implementing Agency of PHARE programme – Economic and Social Cohesion, sector “Competitiveness” and transition to Extended Decentralisation Implementing System (EDIS) for project implementation;
- Preparation for its future role of Managing Authority of an Operational Programme under EU Structural Funds.

As of January 2004 the directorate has a statute of Implementing Agency (IA) of PHARE programme. At the moment, together with the other Implementing Agencies, the MEE IA is in the second stage of the process of transition to EDIS, which is fundamental requirement for conversion to management of the EU Structural Funds. The following organizational structure was established to meet the EDIS requirements: - Deputy Programme Authorising Officer (Deputy PAO) of PHARE programme;
- Three departments responsible for project implementation namely ‘Tendering and Contracting’, ‘Project Management’, and ‘Financial’ department;
- ‘Programme Coordination’ department responsible for coordination of all activities under the PHARE programme;
- As well as ‘Internal Control’ unit, which does ex-ante control of the contracting and payment processes to guarantee compliance with the procedures and the regulatory requirements of the EC and The Republic of Bulgaria
